Biography:


Bill, a native of Milton-Freewater, Oregon, began his service in the U.S. Navy in 1988 following his graduation from McLoughlin Union High School. Over a distinguished career spanning more than three decades, he served in both enlisted and officer roles across aviation, anti-submarine warfare, cybersecurity, and operations. His final assignment was as Operations Officer at the Center for Naval Aviation Technical Training Unit, Whidbey Island, retiring in 2024.

Throughout his military and civilian careers, Bill has developed a deep commitment to mentorship, workforce development, and supporting individual success—particularly among veterans. His civilian experience includes roles as a Senior Systems Engineer for ITS Corporation and as a Auditor and IT Consultant for the Washington State Department of Labor and Industries, where he helped lead fraud prevention and compliance strategies. He also served two terms on the board of the Pacific Northwest License, Tax, and Fraud Association. Most recently, he worked as a Project Manager for the Idaho Veterans Chamber of Commerce in Northern Idaho, where he collaborated with veteran organizations and expanded regional support networks.

Bill holds a Bachelor’s degree in Management Information Systems from Washington State University and a Master’s degree in Organizational Leadership, with graduate certificates in Human Resources and Non-Profit Leadership. He is a graduate of the U.S. Navy’s Senior Enlisted Academy (Class 162, Khaki) and a recipient of multiple commendation and achievement medals recognizing excellence in leadership and service.

Now pursuing a role in higher education advising, Bill brings a lifelong dedication to service, strong communication skills, and a passion for guiding students—especially veterans and non-traditional learners—through their educational and career journeys.
